Minister of Defense proposes updating Bill on Martial Law

Lithuania's Defense Ministry has proposed a new version of the bill on martial law, which would replace the current language of the law adopted 17 years ago.

Defense Minister Raimundas Karoblis says the current law no longer matches the geopolitical situation or changes within the country.

In his words, the 2000 law lacked detail and featured fragmented regulation of some legal relations that would be crucial under war conditions, there was no clear definition of competences of persons heading state defense or the legal status of members of armed forces, furthermore, some provisions were not consistent with the international humanitarian law and European Union (EU) law.

"The new version, which has been submitted for coordination to other state institutions, envisage responsibilities and procedures, with a clear regulation of state functions in case of war," Karoblis said in a press release.
